The Sketch Window Tool is located on the right of the three buttons to the right-hand side of the top toolbar. It may be used to place a Sketch Window in the workspace.

Simply click the Sketch Tool and then click anywhere on the background workspace to place your Sketch Window. This action may also be accomplished by choosing Create Sketch in the The Window Menu.
